Governor Hugh L. Carey with Israeli Prime Minister Menachem Begin. Begin was visiting the United States often in 1978 because of ongoing peace talks with Egypt. These talks eventually led to the signing of the landmark Camp David Accords.

Begin was Prime Minister of Israel from 1977 until 1983.
