Three men are either capturing or releasing hatchery-bred fish at a "fish rack" on a stream. Five other men and a dog are standing on the bank observing, and a horse pulling a wagon stands to the side. This appears to be connected to the Oneida State Fish Hatchery in Constantia, Oswego County (established 1897). The date is unknown, but is probably the 1920s. This image was created to record the game hatchery activities of the New York State Conservation Commission or Conservation Department.
