The full title of this report is: "Environmental Health and Emergency Medical Services Report on the Woodstock Music and Art Fair (Aquarius Festival), White Lake, Bethel Town, Sullivan County, N.Y., August 15, 16, 17, 1969."
Page 3 of the document reports that “Young people, many of them bizarre in dress and manner poured into the area. … These unusual people quickly took over the site... any attempt at this point to limit their numbers would have been dangerous if not impossible.”
Pages 39-40 give a detailed list of medical cases requiring treatment, including 1 raccoon bite, 38 cases of sunburn, and numerous drug-related issues. While some patients were taken by helicopter for hospital treatment, the writer notes that most cases were "treated with TLC, supportive encouragement, etc".
