About two-dozen people at the spring at Congress Park on the New York State Reservation (now Saratoga Spa State Park) near Saratoga Springs, Saratoga County. The spring emerges to the surface in an excavated area sheltered by a tent, and may be capped by a fountain. Another dozen or so people can be seen in the background.
