Letter from former governor Edwin D. Morgan to Governor Horatio Seymour, 1863. Morgan wrote that businesses had grown increasingly concerned about the security of New York Harbor during the Civil War. He had already joined a commission advocating the fortification of the harbor in case of Confederate or foreign attack.
